Monique Ruiz

Monique Ruiz is the Military Liaison with the Texas Department of Family and Protective Services (DFPS) Human Resources (HR) Office, responsible for the administration, development, and coordination of the DFPS MilVets program. She also serves as the human resources primary point of contact to provide guidance and consultation on HR-related matters regarding veterans, service members and their family members. Her career with DFPS began in July 2019 while serving in the Texas Army National Guard (TXARNG). She retired as an Adjutant General officer (Major) in August 2022 after more than 20 years in the TXARNG. Her work extends beyond DFPS to include multiple partnerships with military transition offices and veteran/military service organizations that provide services and programs to the military community. Due to her innovative approaches and community involvement, Monique has earned DFPS multiple awards and recognitions.

Angel J. Ramos

Sr. Principal – Culture & Engagement

Command Sergeant Major (Retired) Angel Ramos joined the US Army in June 1985 and served for 28½ years in the Signal Corps, retiring in September 2013. Angel served throughout the United States and several oversea tours. He is a combat veteran who was awarded three Bronze Stars for his service during Operation Iraq Freedom and Operation Enduring Freedom, Afghanistan. Angel has been awarded numerous awards, the most prominent being the Legion of Merit, 2nd Award, and the Meritorious Service Medal, 5th Award. Angel currently serves as the Director of Culture & Employee Engagement for Windstream Holdings. In his current role, Angel oversees the development and implementation of programs and services that promote a Culture of Innovation and Belonging within the company. Angel is also responsible for the company’s military hiring initiative. He is married to the former Donalyn McNeal. They have two children, Jessica, 35, and Christian, 29, both graduates of Penn State University.

Jamie Wright

Jamie Wright is a distinguished D&I and People & Culture professional with expertise in talent strategy, recruitment, Diversity & Inclusion, and leadership. Jamie spent the last 15 years leading teams, building talent pipelines, and developing innovative and inclusive talent strategies to procure high-caliber diverse hires across multiple industries. Jamie has a passion for Diversity, Equity, & Inclusion and contributes to initiatives that remove barriers, mitigate bias, and create environments where everyone is treated fairly, respectfully, and has equitable access to opportunity. Jamie is a Ball State University graduate and member of Alpha Phi Alpha Fraternity Inc. Following college, Jamie served in the Indiana Army National Guard for six years, ending his service as a Non-Commissioned Officer. During his military service, Jamie acquired his MBA from Indiana Wesleyan University with an emphasis in HR Management. Jamie also obtained his Professional in Human Resources (PHR) certification from the Human Resources Certification Institute (HRCI), as well as his Diversity, Equity, and Inclusion certificate from the University of South Florida. Today, Jamie serves as the Head of DE&I – Americas at Roche.

Julie Lipoff

A seasoned Talent Acquisition leader, Julie has over 25 years of experience driving TA strategies, strategic sourcing, and recruitment processes across various industries. With a robust background in managing high-performing teams, Julie has successfully led national recruitment efforts, ensuring compliance with regulatory standards and fostering a diversity, equity, and inclusion culture. Currently serving as Vice President at Precise Systems, Julie plays a pivotal role in shaping the company’s talent acquisition framework, driving end-to-end recruitment processes, and positioning the organization as an employer of choice. Previously, Julie has held key leadership roles in organizations such as Under Armour and Dickstein Shapiro, where she developed innovative recruitment efforts and improved employee engagement. Julie holds a Master of Arts in Contemporary Communications and is certified in Professional Recruiting, Diversity Recruiting, and Veterans at Work. Julie is an active member of several professional associations and a passionate advocate for DEI in the workplace. Additionally, Julie serves on the Board of Directors for the Foundation 4 Heroes and co-authored “Super Coco, Will You Be My Friend?”, a children’s book promoting inclusion and acceptance.

Brian D. Heffernan

Brian Heffernan currently serves as the Global Manager for DEIB & Military Programs at Amentum, where his responsibilities include developing business relationships and acting as a trusted HR business partner. Brian leads the company’s efforts to recruit from the military, veteran, Reserve, Guard and military spouse population while educating the company about the benefits of hiring veterans to drive diversity hiring and recruiting. Previously, Brian held various roles within the US Army, including VP – Human Resources Director and Regional Director of Talent Acquisition, managing significant teams and operations across multiple states. With a Master’s Degree in Leadership Studies from The University of Texas at El Paso and a Bachelor’s Degree in Multi/Interdisciplinary Studies from Liberty University, Brian has a strong educational foundation that complements extensive experience in talent acquisition and human resources management.
